- Implement the County Integrated Solid Waste Management Plan ñ minus the waste to energy incineration facility (use increased materials recovery and other recycling instead).
- Increase the effectiveness of the Countyís solid waste system by maximizing the convenience of reuse and recycling centers for users. Test curbside recycling for all dense residential areas.
- Promote and educate the public on the Max3R's (maximum reduce, re-use, recycle) to move Kauai towards sustainable zero waste solutions.
- Push to implement Zero Waste Kauaiís strategy, including construction of a high tech materials recovery facility (MRF) to separate out usable materials from the waste stream and expanded green waste composting facilities.
- Expand recycling efforts beyond bottles/cans/plastic containers to other materials. Explore high-tech waste separation systems to greatly reduce amount put into landfill.
- Explore landfill energy projects to supply electricity and methane in ways that do not harm the environment.
- Establish a set of measurable goals to evaluate County efforts to divert solid
waste from the islandís landfill. Develop a proactive process for siting and designing sanitary landfills and other facilities

Goal for solid waste management : the County of Kauai leads the state in having the lowest per capita rate of waste generation and the highest rate of reuse and recycling. The County and/or private companies provide reliable collection service and environmentally-sound disposal, with the cost being paid by service users. By setting fee and tax rates in proportion to the amount of waste collected and disposed, the County assures equity in service payments and provides an incentive for reducing waste generation.

Sewage
- Create regional wastewater treatment facilities that replace all community and business cesspools and injection wells with modern technologies. An example would be Aqua Engineersí planned Koloa Regional wastewater treatment facility that will upgrade treatment to R-1 levels (the highest level at present).
- Prepare a long-range wastewater policy plan.
- Work with the State Department of Health to develop new methods for reusing
wastewater, such as a graywater program. Support private efforts to reuse treated sewage effluent for landscaping purposes (such as for resort golf courses).
