Research growth management strategies and tools used in the U.S. that have proven to be effective in aligning growth with community vision and the General Plan, in order to provide new tools for our Planning Department and Planning Commission.

Plans for individual towns and communities are prepared by broad-based community coalitions collaborating with the Planning Department. The community plan is action-oriented and provides specific guidance for enhancing the community and accommodating change within the islandwide framework of the General Plan.

It is also important to acknowledge the reality that many problems will only be successfully dealt with through a combination of county, state, and federal government resources. It is vital to Kauaiís future for the Council to work cooperatively with Kauaiís State Senator, State Representatives, and Hawaiiís Congressional team.

While it is a major visitor destination, Kauai maintains its rural character.

Identify growth management tools and strategies that have withstood a legal
challenge that could be used to pace development at an acceptable and appropriate
rate. Restrict the number of new visitor units allowed to be built annually to what is called for the in County General Plan ñ to enact into law the ideas in the Responsible Government Charter Amendment.

Fight for the enactment of the Use or Lose it bill (Sunset provision for zoning approvals) that would require developers to start construction on an approved project within five years of receiving their permits ñ or having their permits revoked.

Find effective methods to respond to the impact of increased second-home demand on the availability of affordable housing for residents.

Insist on the completion of the full EIS process and the implementation of its mitigation recommendations before the SF is allowed to provide service to Kauai.

Vacation rentals in non VDA zones
Support enforcing current laws, clarifying them, taking an island-wide approach to this problem.
Goal : Vacation rentals, inns, and bed and breakfasts provide alternative visitor accommodations - are licensed and monitored by professional associations, which promote cooperative relationships with neighbors.
